The formula is straightforward:
Flat Rate = (Labor Hours × Fully Loaded Labor Rate) + Parts Cost + Overhead Allocation + Target Margin
Breaking each piece down:
Fully Loaded Labor Rate
This isn't your tech's hourly wage. It's their total cost to employ:
- Hourly wage × 1.3 for payroll taxes and benefits (rough rule of thumb)
- Add truck costs: insurance, fuel, depreciation
- Add any equipment allocation
A tech making $25/hr might cost you $38–42/hr fully loaded once you account for benefits, truck, and tools. Use that number, not the wage.
Labor Hours
Estimate the actual average time to complete the service, including drive time allocation. Use data from your job history — not what the job should take, but what it does take on average across your techs.
Parts Cost
Use your actual cost, not the supplier's list price. Apply your standard markup (typically 30–50% on parts) to reach your parts selling price. Some shops run higher markup on small commodity parts and lower on big-ticket items like compressors.
Overhead Allocation
Divide your monthly fixed overhead (rent, insurance, admin, software, marketing) by your billable hours per month to get an overhead rate per hour. Add this to every job.
Target Margin
What net margin are you targeting? 15%? 25%? Back into that number — add it as a percentage of the job total.
Common Flat-Rate Mistakes That Erode Margin
1. Setting rates too low to compete, then never updating them.
Labor costs rise. Parts costs rise. Fuel costs rise. If you build a flat-rate book in 2022 and don't review it annually, you're silently losing margin on every job.
2. Under-estimating average labor time.

Building the Book
Start with your 20 most common service calls — they likely represent 80% of your revenue. For each one:
- Pull 6–12 months of job history
- Average the actual labor time and parts cost
- Apply your formula
- Round to a clean number (customers trust round numbers more)
- Build in seasonal callout fees if you charge them
Then expand to the next 20. Most shops end up with a book of 60–100 services that covers the vast majority of their call volume.
Handling Jobs That Exceed the Flat Rate
You will hit jobs that go over. The tech opens up the unit and finds a secondary problem, or the part doesn't fit, or the access panel hasn't been opened in 15 years. You need a policy:
- Define what constitutes a "change order" trigger
- Give techs authority to issue a change order on-site, with customer approval before proceeding
- Document everything — take photos, get signature
